In case of alienation of state importance cultural monument, the National cultural heritage administration (Manager), taking into account the cultural monument of national significance and historical value, location, the manner of use, as well as the need to ensure public access to state importance cultural monument and taking into account the public interest and efficiency considerations, take a decision regarding the use of the country’ s pre-emption rights or a decision regarding refusal to use state pre-emption rights.
