In order to protect the historic centre of Riga and the protection zone of the significant modifications of the Office of National cultural heritage (Manager) and the main cornice shall evaluate the development and building reconstruction projects, having regard to buildings, structures and separate elements of cultural and historical value levels. If building does not specify the level of cultural and historical values, it shall be determined by the Office (according to the six levels), in coordination with the Riga City building authority and, if necessary, in consultation with the Preservation and Development Council. The level of cultural and historical values of the Office shall be assessed by expert method (The Office and the standing commission of independent experts).

The Board shall submit a submission accompanied by a token (if the applicant is not an object's owner), desirable photograph, the buildings housing plan, as well as other information referred to in the application form.
